For all you that live in a high requirements of low emissions state of California, like me, I've got a question.

I'm planning to install a new 96 JDM B18C1 GSR motor into my integ. I have some friends who will tell me there's no way to pass smog in California with a JDM motor. Is this true? I've also heard that if I use a USDM ECU that it will correct this problem and that later on I can register the engine as a USDM engine, IF AND ONLY IF it of course passes smog. So anyone know a way to keep my emissions low to pass smog next year? change ecu or weld on 3 or 4 cattys? jk. Any possible way?

btw i hate the new california low emissions laws. you suck arnold.

You'll have to go to the smog referee once the swap is complete. And there is no way that I know of to register a JDM engine as it's USDM equivalent.
The CARB ref will have a checklist to go over, ensuring that all the USDM emission controls are installed and functional. They are quite anal-retentive and very thorough.

The first stop should be the California Air Resources Board website.
http://www.arb.ca.gov/msprog/aftermkt/replace.htm

Replacement Engines
Entire engines can be replacement parts. As with any other replacement part, the engine must be identical to the original. If the replacement block or engine is obtained without emissions equipment, all the equipment from the original engine must be installed on the replacement block.
If the engine is not identical to the original then it is not a replacement part, instead it is considered an engine change.
Engine changes are a modification that must meet certain requirements to be legal (please see "Engine Changes").

Japanese Replacement Engines
Used engines imported from Japan can be used as replacement engines as long as the engine being used has been identified as functionally identical to the original engine. Please refer to the engine importers catalogue to determine if a replacement engine is legal for installation in your vehicle.

Engine Changes
Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:
• The engine must be the same year or newer than the vehicle.

• The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy-duty truck, etc.) based on gross vehicle weight.

• If the vehicle is a California certified vehicle then the engine must also be a California certified engine.

• All emissions control equipment must remain on the installed engine.

After an engine change, vehicles must first be inspected by a state referee station. The vehicle will be inspected to ensure that all the equipment required is in place, and vehicle will be emissions tested subject to the specifications of the installed engine.
Welcome to hell. h:

Take it to the ref. Make sure that all the USDM smog equipment, fuel control, and electronics are hooked up correctly and function correctly. Make sure your CEL isn't on. Make sure you are using the correct OBD2 ECU...no obd1 stuff. If the motor is in good shape, and your cat is in good shape, you shouldn't have a problem passing the sniff test. But the ref will inspect everything to make sure the swap was done properly. Make sure the install is clean, and don't have wires running all over the place uncovered. Make sure that any aftermarket parts you have are CARB exempt, and you have the correct application.

You live in norcal, you should know by now. Smog techs are trained to know. Cops are trained to know. If you take a swapped car to a regular smog shop, they won't touch it...gotta go to the state ref.

uhhh, why even say anything? how would they know you changed the engine? Right, they are retarded and would not know. Its not like they will be like "oh, i see on the title it says you have an LS integra with b18b1 engine, and now theres a GSR b18c1 engine in there now!" No they would not cuz they don't know, just buy the motor, put it in, and don't tell anyone. Im sure you can find some shady station give him $100 and he'll put a sticker on it, thats what I do in Massachussetts and its fine. I get it inspected every year, $100 a year, no problems.

y go to state ref? i just got the smog thing a few months ago and all i had to do was go to a test station...im pretty sure they dont know squat (fatty rednecks) so if i only need to be doing TEST ONLY i dont need to tell them huh? jw is ls/vtec legal? cuz then if they r like "we didnt know the 90 integra had vtec" i could just say i did a ls/vtec. and that b18a1 badge or b16a after the swap im not sure they know where it even is (if they even look for it) because mine is pretty much blocked from view somehow...but it is, and they didnt say anything.

edit: ok i checked y it looked block, its because there is like 3cm on grim built up there all over it. so they didnt say anything and as long as i pass smog im sure they dont care. so will a jdm XSi b16a pass smog? and could cam gears make u not pass?

 Jumping Jesus on a pogo stick...!

I've given you the link to the CARB website which lays out all the legalities pertaining to an engine swap. I even quoted from that web-page. Go there and read.

Here's the link... again.

LS/VTEC motors are illegal because under CARB law, a replacement cylinder head "must be identical to the original".

There is no way to avoid the smog referee if you upgrade to a motor that is different from the B18A your car was equipped with. If you don't do it on your own time, an officer will cite you and you will have to go, plus you'll face fines from $50 on up..
