When I put on RainX on my windshield it looks similar to your windshield now before I wipe it clean.

Try a very "hard" car wax, like Turtle Wax. Apply normally (not heavy cuz Turtle Wax could take hours to get off), and let it sit for about 5 min. Then wax off. Then try to find an automatic buffer and buff your windshield.
This should work fine, "GARONTEED"

No, usually I just use water to clean my windshield. Is it possible that when I put on the new wipers that there was some sort of oily material left on them from the manufactuer? I didn't wipe them before I put them on.

Default Bar Keepers Friend

Bar Keepers Friend may be found in cleaning supplies. Like Cleanser only safe for marble, glass, etc......very good and works great. Use it on shower doors too

Once you're done, you can use a very thin coat of rain x....very thin application. Buff it off and final coat all that with some Zaino gloss spray or other gloss spray. Try not to use wax. That's probably what you're seeing this from.

You could also Clay your windshield. That's what I do every month or two if needed.
