You should buy the block guard if, and only if, it is installed correctly, and even in that case, sleeving would be more worth your while.

The b20 can still handle boost. It's a common misconception that they have weak sleeves. I've seen people running 15+ PSI on stock sleeves. It's all in the tuning.

i still want to see a b16 turbo in one of these cars, .. it's different seeing a smaller than stock engine pull harder and better than a/the larger engine.

i also have the stragest idea that the better r/s ratio will allow the engine to live longer....

Well a B20/LS/GSR turbo would pull harder than the B16. As for the r/s ratio, it'll handle high rpm a little better, but the others will last just as long. Built correctly, and they'll handle boost and high rpm no problem.

Torque is fun. Enough torque to spin the tires in 4th gear on the freeway is even more fun.

im not going to be building the motor or anything, i just want to have a little more get-up-and-go power and still stay reliable. this is a daily driver so im not going to be running a lot of boost on the motor (4-6 psi). so which would be the better motor for my purpose?

I'd go B20 if it was me.

i'd say run 8 psi on a c1 if possible for reliability and performance purposes
