BTW, DC citizens already have voting rights. They are allowed to vote for president and vice president, per the 23d Amendment. This bill is about granting them representation in Congress.

He means: It's a commonwealth (as are Kentucky, Pennsylvania and Massachusetts). No different than a state, other than the name.
