I don't think this bill will stick, as it's clearly unconstitutional since DC is not a state. But I definitely think the 600,000 people living in DC should have voting rights. The legislature either needs to return DC to Virginia/Maryland, or turn DC into it's own state. There's more people that live in DC than live in Wyoming, so they definitely have the right to Senate and House representation.

But you could amend the constitution to allow DC to become a state. That's what I was referring to. You could allow DC to remain a District and grant it representation with a constitutional amendment as well. You'd have to get 2/3s of the states to approve it, but it could be done.
