I don't think this bill will stick, as it's clearly unconstitutional since DC is not a state. But I definitely think the 600,000 people living in DC should have voting rights. The legislature either needs to return DC to Virginia/Maryland, or turn DC into it's own state. There's more people that live in DC than live in Wyoming, so they definitely have the right to Senate and House representation.

I agree, I think the DC citizens should be granted voting rights, although not by changing the constitution.

However, Puerto Rico-ans don't pay Federal income tax, whereas DC residents do. I believe Puerto Ricans pay sales tax and local income taxes. "No taxation without representation" and all that. No taxes = no representation.
