The irony is: In order to get this plate onto cars registered in DC, Congress had to approve it, since Congress must approve DC's budget.

BTW, DC citizens already have voting rights. They are allowed to vote for president and vice president, per the 23d Amendment. This bill is about granting them representation in Congress.
