there was about an inch of frozen ice underneath a few inches of snow, but those drivers were idiots regardless
for your chains, you should only have two black rubber bands, with a handfull of clips on them
clip the chains around the back side of the tire first, then clip the front side, then use the bands to take up all the slack on the front

I live in Buffalo. It snows a few times a week from mid december - march (and sometimes April, and at least once in early May).
But they're really atrocious when it's raining. And bad when it's dry. It's just not worth it for me. If I lived south of Buffalo where it's actually hilly and it snows more I wouldn't be driving on "performance" all season tires, but the Northtowns get very little snow in comparison, and it's very flat.
