I live in Buffalo. It snows a few times a week from mid december - march (and sometimes April, and at least once in early May).

But they're really atrocious when it's raining. And bad when it's dry. It's just not worth it for me. If I lived south of Buffalo where it's actually hilly and it snows more I wouldn't be driving on "performance" all season tires, but the Northtowns get very little snow in comparison, and it's very flat.
