Even if it isn't, liposuction is going to be the best option, fat stores there are extremely hard to lose and would more than likely be the last to go from what I understand. Unless you have high body fat all over and can reduce it by a fair amount, I don't know how much you can lose from the area. Also, remember that you cannot spot reduce fat, it's an overall process.

yes, that is what I am saying, but I was disagreeing with you also.

Cardio and lifting will do nothing for him without diet.

Cardio without lifting will do nothing but make his skin look like an 80-year old biker chick that doesnt know how to keep her shirt on.

I am saying that he needs to do all three in order to make the best of his effort.

there is no way of targeting an area of fat like that. situps don't make your stomach smaller and inclines dont make your chest unsag. you just need to get rid of said fat and hope that theres no excess skin left
