I didnt read the whole thing, lost interest half way. I just dont understand how the state(assuming that healthcare is governed by the state) does not have a Official board that inspects hostipals for a standard level of care to the patients. I mean you have restaurants inspectors, housing inspectors, but no "hospital inspectors"?!?

I'm relatively sure the FDA is supposed to regulate sanitary conditions, but that's pretty much it.

They have inspections but that's as far as the US government gets involved in hospitals. In Philadelphia there are 2 popular hospitals. Both are owned by a healthcare company but ran in conjunction with a university. Jefferson Hospital and Hanneman Hospital for example are operated by Jefferson University and Drexel University respectively.
