I could register it as non operational and pay $16 once. The nonop disclaimer says that if the vehicle is operated, parked, towed, or left standing on a public street or highway, it may be subject to citation or impoundment and the payment of fees and penalties for late registration. However, it's an off highway vehicle...so it won't be on public streets or highways. But if he gets caught with it somewhere and it gets impounded, I don't want to be liable for that.

The problem is that there's nobody to be liable for it...because I don't have any of his information. There has to be somebody liable for the vehicle.

Is this transfer of liabiliity a California thing? Never heard of it here. And why is it such a big deal to let the registration expire? Here, that just means you'd be in trouble if you got pulled over. They don't require you to keep a vehicle registered if you're not driving it. Maybe Colorado laws are just better than Cali laws.
