you've got 8k and that is a lot - you can get a nice used honda or toyota for that change and they won't have to have high mileage
getting a neon even new is a mistake - there's a reason why their sales have continually dropped and they are only sold mainly to fleets where they are wholesaled off after they are abused

dont buy a neon. my sister had one. she bought it new and had to get rid of before it was paid off. structurally the automaker is too cheap to put enough screws and bolts on it to keep it on the road. her head gasket blew and her clutch cable broke many times. you will need big pockets to keep it on the road.
