Would you consider a Corolla? It might not be fun or sexy but it'll get you from point A to point B reliably. It would definitely be better than a Neon or a 10 year old Civic.

let's be honest if you get a honda,nissan,or toyota it's probably a chance of it getting stolen again......
id look at a 2003 newer focus or hyundai most likely not to get stolen...
