My first question is, where's a good place to get decent quality for a low price? I've seen some magazines before were this equipment was dirt cheap and people bought it to build their own computers, but I don't know where those are.
My second question is that I need to hook up to the internet. Currently we have one cable modem coming into the apartment. There are no network cards in the computer. Tell me everything I need to do this, both software and hardware.
Thank you!

I have a feeling there is a network card built on to the motherboard

so you don't need to buy a network card.

NewEgg.com ZipZoomFly.com are the best online computer sites. I order things from them at least once a week.
For keyboards, Logitech is good and cheap, as with some microsoft. You can get a wireless keyboard/mouse from Logitech for under $80. Monitors, for CRT, the brand really shouldn't matter, but ViewSonic is good, unless you're going for LCD, I suggest maybe Acer or Viewsonic for CRT's. In 17", that should be well under $150.
Do you already have a router? If not, that's what you'll need... jsut read about your dad's occupation, scratch that, he'll take care of everything in that end.
