Short Ram or CAI
short ram intake: useless piece of shit IMO. draws in hot air from engine bay. there cheap and a waste of money at that.
CAI: there great, optimum power, draws cold air from underneith bumper like 5" off ground. My Injen CAI is well worth the $250 i paid for it!
does that about sum up your question?

Also, I live (and drive almost exclusively) in Wisconsin. I am not worried to much about the rain, but we do get a lot of snow. Will that be a problem for the CAI? Even with the bypass? I am a little worried about hydrolock, should I be?
First off, don't mind Gregz...he's a Ricer
Ram Air Intakes pretty much just make alot of noise.
CAI's are better and should give you a couple horsies.
Overall, intakes don't do much on a stock engine, so don't waste your money on a 250 dollar Injen...
I got mine for 60 bucks. Yes, it's generic. Yes, it's almost exactly the same as any other intake. It's just a pipe and a filter. Just buy one and move on to better things
And don't worry about hydrolock. The filter has to be completely submerged. So just don't drive through any foot deep puddles.

Hydrolock is a bigger problem than most people think.
A short ram intake is a waste for most folks going the bolt-on route. AEM makes a great CAI (w/bypass), Injen makes an even better CAI, and Mugen makes the best CAI. Stick Comptech's icebox somewhere in between Injen and AEM, and you pretty much have your entire lineup of quality CAIs. You'll have to decide for yourself what price range you're able to work with and whatnot.
The biggest selling point for Comptech is that it's very difficult (or impossible according to them) to hydrolock your engine with the icebox (filter remains in stock location + drain hole in airbox). The icebox extension + foam filter costs just the same amount as the AEM.
The only Comptech owner I know of who hydrolocked his engine (ITR) received a brand new engine courtesy of Comptech.
However, you can probably find AEM CAIs for a bit cheaper than any of the above offerings if you look hard enough, and they make just as much power for the most part (if not .5-1 whp less).
Note that power results will be best felt with a full CAI/H/Hi-flo-cat/E setup; the CAI on its own is NOT going to give you 15 whp.
