Default fuel pressure problems

ok so i got a B&M fuel presure gauge and installed it. ( the one that goes on yop of the filter) and stock read around 40psi. then i got a walbro 255lph intank pump and it shot my fuel pressure to an unstable 55-65 psi. the gauge needle would just jump back and forth really fast like crazy. so i bought a B&M fuel pressure regulator hoping it would fix it. i nstalled it and the fuel pressure stayed the same. i tried adjusting the FPR both way and it wouldnt go any lower. it would raise up but not go lower. i was getting fustrated so i put my stock fuel pump back in and now my fuel pressure is at a constant 50 psi. its steady but higher than stock. is this the B&M FPR causing this? how can i fix it? and why does my walbro pump cause so much fluctuation?
by the way, my walbro pump made a weird noise. i dont know if its normal or not. it soundes sort of like a gargling rattle sound? i dont know.
any help would be appreciated.

hook up a vacuum gauge to the vacuum hose that goes to your regulator just to make sure that it is getting full vacuum at idle. Your fuel pressure should never decrease as you increase throttle, if it does, this means you are bypassing too much fuel. Is the regulator one of the ones where you must cut off the top of your stock regulator to install the B&M? If it is, you probably cut the stock regulator incorrectly.
