Default psi on Fuel Pressure Regulator!

OK, don't show a link to another thread of this, but i wanna know if anyone knows what stock fuel pressure is in a 88 CRX Si engine 1.6L and.... When the gauge reads the psi does it count when the hose is on the regulator or off? my friend said off cuz the vacuum isn't taking the pressure away or something like that...can anyone help?? and also what would be the best psi to run when its not going to run rich?

I believe that pressure should be somewhere in mid 30s. I could be wrong. but when you take the vacuum hose off of the regulator that is like open throttle and that is the most pressure the fuel rail will see with stock fuel system.
