Default fuel pressure problems

ok so i got a B&M fuel presure gauge and installed it. ( the one that goes on yop of the filter) and stock read around 40psi. then i got a walbro 255lph intank pump and it shot my fuel pressure to an unstable 55-65 psi. the gauge needle would just jump back and forth really fast like crazy. so i bought a B&M fuel pressure regulator hoping it would fix it. i nstalled it and the fuel pressure stayed the same. i tried adjusting the FPR both way and it wouldnt go any lower. it would raise up but not go lower. i was getting fustrated so i put my stock fuel pump back in and now my fuel pressure is at a constant 50 psi. its steady but higher than stock. is this the B&M FPR causing this? how can i fix it? and why does my walbro pump cause so much fluctuation?
by the way, my walbro pump made a weird noise. i dont know if its normal or not. it soundes sort of like a gargling rattle sound? i dont know.
any help would be appreciated.
