Actually, the cap will eventually discharge itself over time. It doesn't lose its charge immediately. Similar to a cordless phone battery. You can charge it to full capacity but then over time it eventually drains out. If you were looking for a quicker way to discharge it you have to put some kind of load on it otherwise it may take a bit of time.

no i dont' want to discharge.. i want to reset it so it will act as a cap again. please read what i'm saying.. i can discharge it with a sissors if i wanted to. if i have to discharge before it'll act as a cap again then that is what i must do.

however i have NO IDEA how to do it right now. i have no chip.. is it absolutely needed or can i do those same steps without one.

You can do it two ways.
Find a resistor with a low value, and just jump the terminals on the cap by touching them with the resistor. Make sure it has a long stem on it so it's easier.
The other way is for charging the cap.
Grab a test light. Make sure your power wire is connected to your battery. Then take the clip from the test light and clip it on the power wire thats going coming from your battery. Then grab your cap and ground the terminal. Then take the tip of your tester and touch the positive terminal of you cap. The bulb from the tester should turn on, and when it's done charging, the light should go off. Then just connect the power wire to the terminal, and you're done.
Make sure you dont short the wires by touching the Pos and the Neg together!!!
