You dont want to reset your check engine light, cause that means you have a problem... hence the 'check engine' light comes on. First start off by checking out your manual. It says that you should make sure that your gas cap is tightened to 3 clicks.
Have you dont any sort of work on your car lately? Installing an intake? lights? indiglos?
Last time I looked at my Accord's tach, the rpms idled around 800-900, and started around 1200-1300 when cold, until warmed down. I dont understand the fluxuating question. Is it a 5spd or auto?

The usual way to reset the Check Engine Light is to pull a fuse -- typically labeled "Back-up." Sometimes the ECU will set the CEL, but then the problem will go away. But once it's set, the CEL may stay on even though the problem isn't there anymore. If you re-set the CEL (pull the Back-up fuse), and the problem is no longer present, you're all set. The CEL will stay off.
But if there's still a "definite" problem, the CEL will get set AGAIN, after you re-set it. In that case, like Oofrost said, you gotta find and fix what's wrong. O2 sensor? EGR valve? Check the codes -- they'll point you in the right direction.
Also, like Oofrost said, 800 rpm sounds normal, maybe a TEENSY tad high, for a warmed up engine. Close enough, anyway. What's the problem there?

all good advice, one more thing maybe to add. i took my to several mechanics, some pointed to possible o2 sensor being bad, but one suggested according to his computer that my OEM catalytic converter had gone bad, so check that out also.
