Once you have it out, clean it well with some carb cleaner or throttle body cleaner and an old toothbrush. Pay particular attention to the pintle (on the underside) that is supposed to move freely in and out. The metallic gasket should still be okay for re-use. If not, pick up a new one.

I beleive the gasket is reusuable as i reused mine. I then got a coat hanger and some carb cleaner spray (dont let it get in your eyes burns bad) I let then started scraping and spraying till i got the ports cleaned. Then reassembled everything. I remember doing the egr ports on a 92or93 and that was harder as you have to drill out cup plugs.
This procedure is documented fairly well. The only thing I would add is that you'll need to get a gasket set for the injectors; resuing the ones already installed will not work. I re-used the EJR port gasket, but my car just barely passed. I kinda wondered if the numbers would have been better had I used a new gasket. Also, I noticed a lot of carbon inside the intake manifold itself. If you can get some sort of fluid in there to clean that out (SeaFoam?), it might help.

Documented well? Where? Here? Haynes has nothing on it and I don't have the other. I get the general idea though. Basically, get the fuel rail back and out of the way and then remove the top plate. Clean out the 5 EGR ports and put it back together. Am I missing some details?

I think there is a gasket underneath the top plate that you have to take off to get to the EGR ports. Other than that, what is there?

And yes, I think I will plan to go ahead and replace the o-rings on the fuel injectors as well. Might as well, while I'm in there.

Any ideas on how long all of this should take me?

I had no clue there was emissions checking in GA. I just moved here about 4 months ago but after checking online apparently it's only in metropolitan areas and in 13 counties. I don't live in any of those counties so I guess I'm off the hook. yay

About as straightforward as it gets.

NOX readings that are high are almost always related to an EGR problem. That's the EGR's job, to reduce NOX.

EGR ports were cleaned out last night (about 3 hours). Re-inspected today and passed emissions. Most of the numbers are actually better now than what they were.
