Its a local offense not federal.
Cops dont really bother you unless they are not aimed correctly and you have a huge amount of glare.
Well, I have a set of Hanabi's 7000K. I aimed them a little lower to make sure they weren't blinding oncoming traffic by using my wife's Altima. Everything was perfectly fine. But just to be sure, I added a set of eye lids to prevent any glare. Plus, I can still see the road perfectly and the reflection off the signs are great.

yeah i have the eye lids also. It doesnt glare as much as when i didnt have the lids.
