No aftermarket HID lights are legal for use in the USA that's why they do not allow manufacture of them here anymore . most shops that sell them import them from canada and other places out of the U.S. you can get pulled over for them it's a federal offense too. but as long as they are aimed correctly and doesn't blind others more then stock HIDs it is rare that you will get pulled over for them .

Its a local offense not federal.
Cops dont really bother you unless they are not aimed correctly and you have a huge amount of glare.
