The suspension is crap, but I doubt that has much to do with it because the problem only occurs when the engine is running. I can be going down the road at 40 mph with the steering pulling EXTREMELY hard to the right and while still moving when I turn the engine off the car straights up on it's own and is easy to steer.

I didn't mean that some thing is wrong with the pump.
I'd like to see how it steers without steering fluid pressure.
Also, this might give you a relief with steering until you will get it fixed. It's too coooooold to mess with a car unless you have a warm place to do so. At least it should go straight on a freeway.
And don't forget that you should flash it with Honda fluid only.

Well of course its gonna sit straight unless ur car is on...I had the same symptoms, got it corrected with new springs and struts. Just check to see if ur car is lower on the side that is sliding towards to compared to the other side.

I don't find a power steering fuse on this car, it's a 1990 model, does it have that?

There is nothing wrong with my suspension (in my opinion), besides a lot of miles and normal wear.

This problem has got to be something with the steering. When the car is in park and sitting still at idle the steering wheel will turn by itself all the way to the right. Then when I turn the engine off the steering will center... engine back on and it goes to the right... engine off, back to the center... all while the car is in park and not moving. This has got to be something with the steering rack and/or power steering assist.

It's not an electrical power steering. There is no fuse.
did you see any wires around it?
The only way you can disable it temporarily or forever is by removing belt from the pump. I just don't remember is there engine mount on a way.

There are no wires and there is no engine mount in the way, the pump is right on top of the motor.

When I am at speed and I turn the car off that is the equivalent of a disabled power steering pump and steering the car without fluid pressure, and it's at that time that the car goes straight without problems. This problem only happens when the engine is running.

What happens after you steer all the way to the left and release steering wheel? Does it come back to the center position?

If the engine is off it goes to the center. If the engine is on it goes all the way to the right.
