Can you have some body to steer left and right with an engine running so you could check if fluid level is the same in a tank when steering wheel is in right and left positions?

Sounds like something is seriously wrong with the spool valve (part of the rack). It's constantly directing pressure to one side of the rack instead of 'turning it off'. I'm betting you need a new/rebuilt rack.

If the PS pump has it's own belt, that doesn't drive anything else, then just take off the belt. If that gives you normal steering (except for the muscles) then get a new rack.

100% agree. I was thinking about spool valve but I couldn't get how it's comming back to the center. Anyway it doesn't worth to repair the valve.
Go for a new rack.

That's what I'll have to do.

I paid about 250.00 for a rack for my 88 Accord but it wasn't a Honda rack. The Honda racks are reconditioned and cost slightly more. If you must have the Honda rack check out www.ahmotor.com or www.manhonda.com

I got lucky (for now), the fluid has been drained and changed to the conditioned fluid. The steering has stopped pulling for the moment.

Mechanic said to flush it a few more times and it may clear up, if not then remove the power steering belt.

The car became physically impossible to steer today, I just wasn't strong enough to turn the wheel. So I took of the power steering belt and am driving it like that. I'll get rid of the car before I replace the rack.
