is it neccesary to get these balanced against the roatating assembly (crank)?

If not neccesary, is it helpful?

Who offers such a service?

what are the benefits of doing this mod? if ur going N/A this mod will just drop the compression right? also, since i am in cali, would this make it harder to pass smog?

The rods are balanced amongst themselves only. That means that the rods are kept to within strict tolerances of each other.

However, whenever you do a rebuild of a motor and you choose to balance the rotating assembly, then you would want to re-balance them with the crank, pistons, and sometimes the flywheel.

It is entirely up to you. Balancing can only help, but sometimes I don't find it necessary in a simple buildup.

The benefits of which mod? ... EAGLE rods and WISECO pistons -or- B16 rods and SUPRA pistons?

If going with WISECO pistons, then you can choose the type of piston you want; either flat, dish, or dome to get a compression you like.

When going with the SUPRA pistons, your compression ratio (CR) will be low. I *heard* it lowers it to 8.8:1 CR which is on par with most factory turbo cars. However, with a 1.6l, the spool up will suck and you'd have to up the psi to compensate. Again, it's up to you.
