The rods are balanced amongst themselves only. That means that the rods are kept to within strict tolerances of each other.
However, whenever you do a rebuild of a motor and you choose to balance the rotating assembly, then you would want to re-balance them with the crank, pistons, and sometimes the flywheel.
It is entirely up to you. Balancing can only help, but sometimes I don't find it necessary in a simple buildup.
