I have the same exact situation. Did you ever find out what the problem was?? Let me know so I can avoid any mistakes. I have the part number 4018.001 vs. Eibach website stating it should be 4018.140. Mine are black, say Eibach and don't look modified in any way. Any help comments are appreciated.
i have eibach prokit springs, which were close to 2 inches. if you had it really low before, perhaps your struts are shot. my struts all need to be replaced from being so low on cut springs. my springs are gray/black and say eibach. dunno, sounds like someone mailed out the wrong parts.

well, i hope you have the right parts. as long as you do, i dunno what else it could be. my springs were so badly cut, that it was unly being held up by my struts. how different is the suspension from 96 to 99?
i got some eibach springs recently. if you say your springs are black, then they are not even the sportline, they are the pro-kit eibach springs. which SHOULD have an even LESS drop than the red sportline.
red eibach -> sportline -> 1.8"-2.0" drop (approx.)
black eibach -> pro-kit -> 1.0"-1.2" drop (approx.)
so i dont know man, somthings messed up in your situation.
