Is it possible or even necessary to have a rear lower tie bar and a sway bar?

Yes sir it is. But when you use a beaks kit for you ITR rear sway bar, you'll need a kit for a lower tie bar since the beaks kit will get in the way of the lower tie bar. The lower tie bar is bolted on using the two bolts that hold your rear lca's to your subframe.
