Acceptable noise levels vary from state to state-but removing the catalytic converter(s) is pretty much a federal no-no everywhere.
Connecticut says that the noise level cannot exceed 90 decibels 50 feet in any direction from the vertical centerline of the vehicle.
Some cops around here carry calibrated VU meters and measuring tapes just for checking this.
I wouldn't try going through a DMV inspection without mufflers-but most cats act like mufflers anyways-you add some longer pipe to 'em and they'll pretty much sound as if there was a muffler on it.

in NJ (which is not CT i know..) it is illegal to have ANY equipment which alters the vehicles performance... my guess is DMV is right...let me rewrite that.. they ARE right.. they are not going to just randomly "dick you" and when exhaust companies say that the exhaust is legal it is normaly in regards to smog laws WHICH this exhaust may or may not be legal (probably is if they are saying it is)
if you really want to fight it contact SEMA, they may be able to help... they helped me win when i fought to be allowed to have nitrous in my car...
dont just assume because something is "CARB Legal" that it will be legal in YOUR state.. i think that is where the confusion is..
