didn't actually change the style. to say they changed the style would be like saying the civic changed after 1995, then 97, then 99.
The new style isn't necessarily an update of the same car. they called it the "New Beetle" making it something different altogether. They just used a basic design from the old beetle, and changed it.

The New Bug is totally different from the Old bug *No Shit* Rear engine vs. front engine.
The New Bug is to the Old Bug the same way the Hummer H2 is to the Hummer H1; Two completely different cars that are only made to look similar in overall styling.
