also check that "never dial a connection" is selected (tools | internet options | connections).
i've had a problem similar to that one before, and it was usually solved by going through the setup wizard on that connections screen of ie. :dunno:

went back to customer's today & doing registry removal fixed it

well, you would know for sure if you can't ping URL but can ping by IP.
