No no, you just drill holes through the car. The bar has like plates on the ends of its feet, you line it all up and drill holes to match up to that. Go on the other side of where you drilled and place this thick metal plate on it with the bolts going into it, go inside the car to put the nuts on the bolt and tighten it. There is no welding or cutting needed.
Like I said, get some rollbar padding unless you plan on wearing a helmet all the time. It won't be very fun to smack your head on a non-padded rollbar. Ya ya, the padding's not as sexy as the plain bar but for a road car it's a necessity.
