i'm sure it depends on the transformer, but it has been proven true. a lot of things use electricity even when not in use, especially transformers, apparently. haven't you ever noticed that some of them are warm even when nothing is plugged into them?
I recently saw something about this, they plugged a bunch of chargers into a powerbar and then made some tests to see if they used energy when they weren't charging something. Apparently they barely used any electricity.
