File a police report, it's considered a hit and run whether he left a note or not. My wife's car got hit in a parking lot and the guy left but people saw it and she called the police. She ended up getting the car fixed with no deductible and no increase in insurance premiums.

Sure it sucks, but props to the guy for taking responsibility. You can't get so attached to physical objects, it's just not worth it. Especially a car -- they're always going to get hit or fall apart or whatever.
