Prostitution
To this day, a cheap, quick, and efficient testing practice does not exist.
just because you say ok if you wanna pay for sex you can, doesnt instantly mean that the HIV / AIDS rate is going to skyrocket
in a third world country with little to no education or structure sure, we see it already
but when you start talking a regulated and licensed business then no, no i dont think you will.
like i said, look at nevada. prostitution has been legal for years and where it is legal such as the bunny ranch, these girls are all clean and stay clean. these girls want to stay away from HIV or other diseases just as much if not more than most people. they get sick there goes their income
I'm sure it works flawlessly in such a small dose.
Once it became legal and spread out, it would be far too overwhelming for our government to control for the most part, in my opinion. I mean, our gov't has enough shit to worry about already.

the thing is there already is a system that a legal prostitution setup can put in place.
porn stars are required to get tested regularly and if they spike then they are blacklisted. with some changes the same process could be used.
also you do it much like many countries do, you cant just say hey i wanna be a hooker and start selling your body. you have to work out of a licensed and legal brothel, they hire their girls, they pay for the testing and they make sure everythings up to code. nevada does it, it works. enacting it on a larger scale doesnt mean federal involvment it simply means state involvment. much like liquer or tabacco control.
