porn stars are required to get tested regularly and if they spike then they are blacklisted. with some changes the same process could be used.

also you do it much like many countries do, you cant just say hey i wanna be a hooker and start selling your body. you have to work out of a licensed and legal brothel, they hire their girls, they pay for the testing and they make sure everythings up to code. nevada does it, it works. enacting it on a larger scale doesnt mean federal involvment it simply means state involvment. much like liquer or tabacco control.
