In the long run, it would be much wiser to suck it up and fix the problem with something like "the ultimate bark control" sooner than later. The temporary fulfillment of pride and satisfaction (and justice) that you would feel from your neighbor getting a fine doesnt outweigh the negative BS that comes from neighbors hating each other. That can be hairy as hell and bring things into your daily life that are much more unpleasant than a dog getting rowdy.

 

If someone did that to my dog I would slit their throat with a xacto knife and stay to witness their gurgling death. Now thats not neighborly.
