regardless, intels are the best right now... they overclock well and run on extremely low power for the loads they are under

i haven't had time to keep up but I can believe it. if my q6600 with 65nm can be oced to 3.5xghz then a smaller process with 2 less cores should be able to hit 4 relatively easily.

Is Windows XP or Vista, 64-bit, really needed on a dual or quad core?

Do all programs installed (after the 64 OS) need to have that "64-bit" tag next to it?

no you don't need it and yes for stability you need 64bit software, if you try to run 32-bit software on a 64-bit MSOS you're asking for a lot of hurtin...

I'm running Vista Basic with my Q6600.

i oced by q6600 to 3.4ghz with thermalright extreme120 and 120mm fan. i eventually pushed it to 3.5xghz and it was stable even during game play but I lowered it to 3.0ghz because i didn't want the cpu to see such high voltage. but knowing i can push 1ghz higher than the stock rating with only $80 investment is awesome.
Nice, I'm assuming you have the G0 stepping? I have no experience with tower coolers. You don't run into any issues with space inside the case?

It's still a toss up for me between the Q6600 and the E8400. The E6850 is out of the running in my mind. I'm leaning towards the E8400 though simply because it'll allow more in the budget for a better motherboard. Of course, I'm going to have to wait for places to stop running out of stock...

If you're going all out, as it seems you are, it might be smart getting a DDR3 compatible board. Remember to harmonize your FSB with your memory speed for best results

Is your power supply SLI compatible ie, has the correct connectors and has enough power to supply everything in the system.

This is the first thing I did when I was building my system.

I read a thread on Slickdeals on how some BB stores were marking this down. I tried 3 stores (Vernon Hills, Deer Park, Mundelein) only to come up empty handed. All 3 stores had them at $100+ ea.

I checked back on the SD thread to give it a  and someone posted a list of stores with it. The closest store in the area was the Deerfield location, so I hauled ass and grabbed the last 2 @ 50.99. Most other locations had them for $37.99.
