i researched this thing about no title transfers. yes its shady. no you can not find out who is the owner, dmv will not tell you, they can tell you if it has back fees or non-op. only thing you can do is check to see if the car is reported stolen from the police and take your chances registering it.
btw..the "owner" is supposed to get it notarized, not you. notary is verifying that the person/owner who signed it is said person. if said person is also guy on title then it will be no problem transfering title

Soo.. if I go to get it registered, and it turns out to be stolen.. am I in trouble? Does the fact that its inspected till 9/07 make a difference in anything?

i dont know what you mean by inspected. \
1. call local pd and ask them to check the vin/plate.
2. call dmv ask if there are any backfees, sometimes people let it build up and there can be 700-800+ in owed fees.
then try to register it. dmv will tell you what you need.

Has an inspection sticker on it till 9/07. Ill call the PD before I get it. Can I call my locale or does it have to be his? If there are backfees and I buy it, does that make it my responsibility?

ahh..i see. so registration is up to 09/07 (as long as the sticker is not a fraud)

back fees are always paid by the person registering it. aka you.
