They do have people doing stuff like that but it's way too easy to register a domain and host it somewhere without making it traceable to you. It's not like Osama is going to an internet cafe in Afghanistan and uploading it himself anyway. It's gonna be some random person in an internet cafe in the middle east, africa or europe and he'll have no usefull contact info. If they're smart the Al-Qaeda people who contact the website designer use prepaid cell phones and replace them a lot.

just imagine though if their able to slowly build up a list of logon times and locations for server uploads are being done from...they build a picture, send in operatives to check who's uploading, verify target info...then they position and wait and when they get the next spike...they move in, either capture everything or just drop a nice little airmail delivery.
