Just to give you an idea of what others are doing, Most people seem to have SPEED just about double STRENGTH and DEFENSE with STRENGTH being just a bit higher than DEFENSE.
edit: Look at my ranking for each one. Mid to low 300's, but check out the ratio.

Didn't go back pages to see what I missed, but I will give you some quick answers. First. You are part of the Criminal Minds system right, dont be affraid. Rules are wait till 20 minutes offline, then attack all you want. If you do go after other cells, make sure they are not CM first, cousins fighting is never a good thing. Seen the Mafia Boys last night, very week. Hit a couple of their guys and see if they dont do something stupid.
The rules are pretty simple, dont cause unnecessary wars. But hey if you want to get your respect up, just ask Sasha first. Tell him you want to build your respect, and you want to do it on this gang or that gang. Wars waste a lot of energy, but you got bang heads ever now and then. I almost went to war last night, but all my cell was offline,

On another note, I need someone to make me a banner for my cell. The one I did sucks. Any graphics guys in here?
Big kudos on the advice you are giving too, sounds just like the advice I once got.
Snotrocket has a friend named zippy. Crafty little guys. Watched him way out numbered do pretty good in a war. Got squashed like bugs, but was really hard to catch him, lot of little tricks.
