By Sasha's rules, are we allowed to attack people who have been offline for more than 30 min.? I know he said no un-provoked wars, but does that also mean attacking people to increase our experience?

 

I'd be cautious with what gang they are with. Preferably none. I've just been attacking some small people with money on them that haven't been on for a day or more. Then there's almost no question.

edit: I should probably defer to razor on that actually. Someone that you can actually gain exp from is probably at or above you in levels... probably already associated with a cell.

 

I would ask about this, if I find people to attack, I try to find people that aren't in any cells, less room to start a war, unless they have friends.

 

OK. The person I wanted to is a level 67 with low stats. Last time I spied on him, I could have taken him out. He is in a gang with two people at above level 100 though, so I will just leave him alone.
