Got AR-15? *pic*
Semi-Auto Centerfire + Detachable Magazine AND anyone of the following: Pistol Grip, Flash Suppressor, Collapsable Stock, etc. etc = Assault Rifle in Cali = Illegal.
My magazine is "fixed" by an inset allen wrench screw, which requires you to use a "tool" to remove the magazine; Thus fulfilling the CA Department of Justice's definition of "fixed magazine." If, somehow, it becomes legal to have a detachable magazine on it; All I have to do is rotate the allen wrench screw 3 turns counter-clockwise, and the magazine release button works as any other normal U.S.-legal AR-15 would.
Will, May 14th is fine -- but realize, I don't get home until about 7:00AM that day (work Saturday night shift), so I won't be up and about until around 1-2pm.

The AR15 and others are all designed with a detachable magazine system, sooo...how exactly do you permanently mount a magazine and still load it?

In short: The safe route is to break it open and load it from the top.
The "dangerous route" which has yet to be tested in court is: The law defines what steps one must take to detach a magazine to have it considered "fixed." The law does not define how you must re-attach it.
What does this mean? One could argue that by having to use a tool (allen wrench, or even a .223 round) to remove the magazine, you met the criteria of a "fixed magazine." And since the law doesn't define a "detachable" magazine as a magazine which can be INSERTED without the use of a tool, you could, in theory, detach the magazine with the tool, load a magazine, and replace it in the firearm.
The safe route, in California, for now, is to break it open from the top and load it... takes about 30 seconds or so.
FYI: The law states "detachable" means: "Any firearm capable of accepting an ammunition feeding device, not including stripper clips, without the use of a tool or disassembly of the action."
Not sure what you mean by "Strip model online" or "RRA reciever" unless you mean the Rock River Arms lower (frame).
I got a stripped receiver locally, and a Rock River Arms complete chrome lined upper... which was the upper, barrel, gas tube, foregrip, flash suppressor, bolt and bolt carrier group... basically everything except the stock.
The stripper lower was ~$200, the upper is $599 from RRA directly ($550 from where I got it), and I needed a stock $60, a lower parts kit (Trigger and all that, from bushmaster) $70 and a few other minor things.
