EDIT : Only if it is legal... (in CA)
It was tested by a local officer friend of mine.

ARs are legal all over the country. It is the M16 version which is military spec with auto/burst/single mode switch that are illegal.

Full-automatic (or 3 round burst) weapons are hard to come by in the U.S. at all, and are mostly illegal.

Semi-automatic weapons are legal in almost all states... and in most states, outside of California, New York, New Jersey, Hawaii and maybe one or two others, you can purchase the gun I showed (which is semi-automatic) off the rack for about $800-$950.

Here in California we have a few more hoops to jump through to stay legal, so I ended up buying mine in parts and building it from scratch. Total cost was about $1100.

No...you can probably get them easier in just about any other state. In Cali, you can have ARs...BUT they will not have a detachable magazine. By having a detachable magazine on the AR, you will have an ASSAULT RIFLE!

Semi-auto centerfire / pistol grip / detachable mag = assault rifle in Cali = ILLEGAL.

Weak

I can pick em up for just under grand new, build one for about 6-700 (nothing fancy just function) or buy a used one in good shape mild build for about 800-1200.

Oh all off the rack on a walk in purchase

I guess in California the way they see it, is that it's safer for the criminals to posess assault rifles
