I would say it was the city and state government, for not putting an evacuation plan into action to ensure everyone was out in the first place. Simply telling people they should leave is not enough apparently. That would have prevented this situation they are in now.

Wrong. Israel uses aid money strictly for social projects, such as schools, water(a huge problem in that region), social welfare, medicare etc.

Unless it is explicitly millitary aid, such as the type the US does give, Israel will NEVER use money it is given for millitary matters, or matters related to the ongoing conflict. It uses tax revenues for those expenditures.
