What if cops had to issue themselves citations?

You do realize that 99 times out of 100 when a police officer is responding to a call, even an urgent call, and especially a non-urgent call, he will exceed the speed limit to get to the scene as quickly as safely possible, but will not very often use his lights.
So when you see a cop pass you doing 80 on the freeway, you can't jsut assume he's not busy because he doesn't have lights on.

Also, I've seen cops run red lights and then pull into McDonald's to get lunch....
