You do realize that 99 times out of 100 when a police officer is responding to a call, even an urgent call, and especially a non-urgent call, he will exceed the speed limit to get to the scene as quickly as safely possible, but will not very often use his lights.

So when you see a cop pass you doing 80 on the freeway, you can't jsut assume he's not busy because he doesn't have lights on.
The speeding thing I can totally understand, as it is also pretty difficult to patrol a highway when you're moving at normal speed. But when a cop pulls a dangerous stunt like passing on the shoulder or running a red light, they should be required turn on their lights. Also, I've seen cops run red lights and then pull into McDonald's to get lunch....
