Instead of a state ID/driver's license, it would be national.
The only people I've run into that have a problem with national IDs are full-out tinfoil hat wearing paranoids.
National ID card is like having to carry a passport to travel within the US' own border. This ID card would only be an ID card but would be nationally recognized as uniform document.
The problem with it that I see is that it could be copied and forged easily regardless of how they do it....they did the new $20s less than a year after release
This would mean illegal aliens and all that comes with it could easily obtain them. This is only one of many potential issues with it aside from causing a police state like action to follow in its creation.

With the current ID system, security is only as strong as the weakest link... you forge whichever state has the least security measures, and use that. I really don't see the difference, aside from the potential money savings of 1 entity designing and implementing security measures as opposed to 50.
Nowhere was it ever said that you would be required to carry the card... just as currently, you don't need to have a driver's license/state ID... it's just that if you get into some trouble with the law, you've got a good chance of going through a lot of hassle that could have been prevented had you been able to identify yourself.

I had it happen once and almost got arrested for not having my ID on me, I had forgot it at home. He hassled me about not having it long enough to the point I got mad and said some things I do not regret one bit.
Now you may think that not having to carry an ID or a license is an option but I don't think its so much an option anymore. One other example is that an officer can now ask to see your ID at any point and for any reason...or none in particular. The person in question must provide it or can be detained in some form until proof of identity is attained.
